Based on a 159 year old law created when their were no oil rigs, no refineries, or the manufacturing of today. Their are plenty of old laws on the books that are ignored because times change. Our leaders at all levels should review all the lows and remove or change them to suit today's times, not to live with a head under a rock calling them the "Good Old Days."
